On August 10, 2015, the Ministry of Industry and Information Technology, the General Administration of Quality Supervision, Inspection and Quarantine, and the National Development and Reform Commission issued a notice on the "Energy Efficiency Improvement Plan for Distribution Transformers (2015-2017)" in the power industry, which plans to improve the construction of efficient distribution transformer supporting systems, carry out efficient distribution transformer manufacturing and application demonstrations, enhance the industrialization capacity of efficient distribution transformers, and start from aspects such as raw materials, processes, and energy-saving technologies.

According to the agreement, the three parties will jointly conduct research on 'Transformer Recycling Standards and Models' and' Demonstration Cases of Energy Efficiency Improvement for Distribution Transformers'. "According to the reporter's understanding, the purpose of the 'Research on Transformer Recycling Standards and Models' project is to establish technical specifications and standards for transformer decomposition recycling and residual value evaluation, propose a comprehensive quality management system for transformer raw material recycling, form supportive policies to support the development of transformer enterprise recycling and resource recycling industries, strengthen the establishment of a sustainable recycling market in the raw material industry and transformer industry. The purpose of the "Demonstration Case of Energy Efficiency Improvement of Distribution Transformers" project is to promote the promotion and application of energy-saving transformers, propose technical requirements for the procurement of energy-saving transformers for enterprises, select and improve energy-saving detection methods for enterprise transformers, and complete research on energy-saving service models for distribution systems (including transformers) that promote the transformation of old transformers.
The signing of this agreement will have a positive impact on how to better promote copper in electrical products, "said Guo Zhenyan, Vice President and Secretary General of the China Electrical Equipment Industry Association.
It is reported that in addition to the participation of the three institutions mentioned above, the project has also received strong support from domestic transformer manufacturing backbone enterprises, relevant research institutes, testing and certification institutions, as well as major raw material supply enterprises such as Jiangxi Copper Company and Daye Nonferrous Metals Group Holdings Co., Ltd.
